
Delta SUBEB, UBEC Train SMOs, SBMC Exco on Revised SBMC Operational Documents

Delta State Universal Basic Education Board (SUBEB), in collaboration with the Universal Basic Education Commission (UBEC), has commenced a three-day capacity-building training for officers in the Department of Social Mobilisation (SMO) and Exco members of the School-Based Management Committee, (SBMC), on the Revised SBMC Operational Documents.
The training, holding at the Main Hall, Delta SUBEB Headquarters, Asaba, from Tuesday July 21 to Thursday July 23, 2026, is aimed at equipping participants with the knowledge and practical skills needed to effectively implement the revised operational documents.
The programme covers the SBMC structure and its role in school development, overview of the guidelines for mentoring and monitoring of SBMCs, financial procedures, documentation and accountability, project implementation, as well as community entry, consultation and engagement mechanisms.
The Executive Chairman of Delta SUBEB, Hon. Samuel Mariere, said the School-Based Management Committee is one of the innovative strategies introduced by the Universal Basic Education Commission (UBEC) to reposition the implementation of basic education through increased and meaningful engagement and active participation of host communities.
Mariere disclosed that the primary concern of the Federal and State Governments in establishing the SBMC is to ensure equitable and balanced basic education delivery across schools.
“This training would strengthen the capacity of Social Mobilisation Officers and School-Based Management Committee Exco members to effectively promote community participation, transparency and accountability,” he noted.
He added that the initiative aligns with the Delta State Government’s commitment to improving the quality of basic education through inclusive community participation and strengthening the capacity of Social Mobilisation Officers and School-Based Management Committees to effectively carry out their responsibilities, in line with the meaningful development objectives of the M.O.R.E. Agenda.
In an earlier remark, the Director of Social Mobilisation, Mr. Felix Eghwujovwo, said the training is focused on deepening participants’ understanding of the School-Based Management Committee, its operations and community engagement mechanisms. He explained that a functional committee is characterised by regular meetings, proper record keeping, effective school development planning, active community mobilisation, and a strong commitment to accountability and transparency.
During the interactive session, the SBMC Desk Officer, Mr. Oliver Isiayei, explained to participants that effective community entry requires respecting community culture and values, promoting community ownership and participation, seeking the views of community members before decisions are taken, identifying community needs, building consensus, and reducing conflict in the implementation of school development initiatives.
While giving his vote of thanks, the State Chairman of the School-Based Management Committee (SBMC), Mr. Sunday Okpare, urged members to respond proactively to emerging challenges in line with present-day realities.
He observed that vandalism of school facilities remains prevalent due to inadequate participation by host communities in protecting school infrastructure.
Okpare encouraged SBMCs to embrace school protection initiatives, crisis preparedness, environmental sustainability actions and digital awareness activities to promote safer and more resilient learning environments.
The exercise was highly interactive, with participants actively engaging in practical sessions, exchanging ideas and sharing experiences on school development planning, financial management, documentation and accountability, project implementation, and other key aspects of the revised operational documents.
