
SUBEB, UBEC Train SBMCs to Strengthen Community Role in Delta Schools

Delta State Universal Basic Education Board in collaboration with Universal Basic Education Commission (UBEC) has commenced a three-day intensive capacity building workshop targeting over 100 School Based Management Committee (SBMC) members across the state.
This intensive training, which kicked-off on Tuesday 17th March 2026 at Gares Place Hotel in Ughelli, is an initiative designed to encourage community participation in the management and development of public schools, in line with Governor Oborevwori’s education reform agenda.
The SBMC consists of traditional and community leaders, women leaders, religious leaders, youth leaders, and the community vigilantes as well as head teachers in public primary schools.
Speaking at the occasion, the Executive Chairman of Delta SUBEB, Hon. Samuel Mariere, said that training School Based Management Committees and fostering community involvement are key to improving public schools across the state, reflecting the administration’s vision for stronger, community-supported education.
He urged representatives of Local Government Education Authority to appoint only committed, community-focused SBMC members—avoiding tokenism or favoritism—and to ensure all appointments are properly completed, documented, and verified, while also charging the Local Government representatives present to ensure that every school, especially those in the difficult terrain and hard to reach areas, has a functional SBMC by the end of the year and to follow up within their respective local governments, to confirm both the formation and effective operation of these committees.
Speaking on funding for the project, the SUBEB Chairman noted that apart from funding from the State Government and UBEC, funding should also be solicited from community leaders and eminent persons, and it is the duty of the SBMC to track such contributions and ensure they are transparently and effectively utilized.
Mariere reiterated that once the community begins to view these schools as their own and protect them the same way they protect other facilities, vandalisation of these schools would stop, invariably boosting school attendance and government will be inclined to do more—a step fully aligned with Governor Oborevwori’s drive for sustainable school improvement.
The State Coordinator UBEC, Mrs Sharon Dafiluelo, in an earlier remark revealed that the initiative which was introduced by the Commission is a strategy to strengthen basic education through increased engagement and participation of community members in school improvement and protection.
She urged the SBMC members to fully understand their roles and responsibilities, which includes monitoring schools, ensuring teacher attendance, and maintaining school facilities.
During the opening session, participants expressed their gratitude in a vote of thanks, acknowledging the SUBEB leadership, UBEC representatives, and the State Government for this initiative.
They pledged to actively apply the knowledge gained throughout the workshop to ensure the effective functioning of SBMCs, promote community involvement, and support the ongoing educational reforms in Delta State.
